(a)   The interior of all buildings owned and operated by the city shall in their entirety be designated as “no smoking areas”. Smoking is not permitted therein.

(b)   Buildings or sections of buildings owned by the city but operated in whole or in part by other individuals or entities through loan agreements, lease agreements, lease/purchase agreements or other legal arrangements which provide the said operator with property rights, shall not be included in those buildings referred to in subsection (a).

(c)   Buildings or sections of buildings owned in whole or in part by other individuals or entities and operated by the city through loan agreements, lease agreements, lease/purchase agreements, or other legal arrangements which provide the city with property rights, shall be included in those buildings referred to in subsection (a).

(d)   Any person convicted of a violation of this section shall be fined no more than $100 for each separate violation.
