The practice of going in and upon private residences in the city by solicitors, peddlers, hawkers, itinerant merchants and transient vendors of merchandise, not having been requested or invited to do so by the owner or owners, occupant or occupants of private residences, for the purpose of soliciting orders for the sale of goods, wares and merchandise, and/or for the purpose of disposing of and/or peddling or hawking the same, is hereby declared to be a nuisance and unlawful.

The chief of police and police officers of the city are hereby required and directed to suppress all unlawful nuisances described in the foregoing section and are empowered upon proper complaint to arrest in the manner authorized by law any and all persons complained of as engaged in such unlawful practices.

Section 5-101 shall not be construed to prohibit or in any manner restrict the solicitation of sales or orders for sales by charitable, not-for-profit organizations, provided that such organizations shall register at the office of the city clerk prior to the initiation of any solicitations.

Any person violating any of the provisions of this article shall, upon conviction thereof be fined in any sum not exceeding $500.
